Energy Recruiters has partnered with a leading Refiner to support their search for a HSE Manager. The position will manage all refinery Health, Safety, Environmental, Medical and Security aspects while planning and making recommendations for continuous improvements.
Based on Experience
Interpret PSHA, DOT, NFPA, MTSA, CFATS and other pertinent regulations and develop programs and policies to ensure compliance.
Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that health, safety, environmental and security standards are met.
Assist in the design and implementation of new plans and processes to prevent injuries, accidents and improve compliance with regulations.
Develop, direct and establish a safety program and safety practices in department. Constantly strive to prevent accidents and to provide a safe, healthy work environment.
Responsible for overseeing the PSM program to ensure compliance with all elements.
Oversee the refinery security program including security incident prevention, response and investigation. This also includes management of contract security guard service.
As a key member of the Refinery Manager’s staff, participate in the development of refinery management philosophy and vision as well as support and implement management policies and practices.
Directly work with the Refinery Leadership Team to develop and control the overall facility budget for production, capital and expense.
Develop the department expense budget and continuously monitor these costs to anticipate and control possible variances.
Interface with all appropriate regulatory bodies. Serve as the refinery spokesperson with environmental regulatory agencies and community groups regarding health, safety and environmental issues.
Bachelor’s Degree in HSE discipline.(MBA desired)
15+ years HSE experience. Refining or Petrochemicals experience is preferred.
Must have line-management experience
Expert knowledge in HSE regulations issued by OSHA and other governmental agencies.
Familiarity with industry process safety and environment regulations, work practices, and compliance strategies as well as knowledge of basic refinery processes, reliability principles, refining economics and basic budgeting and scheduling.
